A more detailed source of information can be found here in his app, but to paraphrase and be succinct, Toushiro is a shinigami. Basically, he's a spirit who helps the spirits of dead people cross over into the afterlife and also kills other spirits who've turned into monsters with ice powers. Also a child genius, though on which part the emphasis belongs is really up for debate.
